2nd Negative Constructive My partner, Mr. Lego, has already gone over the numerous social benefits of allowing legalized casino gambling, and I'd now like to introduce the economic benefits of such an important industry. First and foremost, casinos bring in billions of dollars a year in tax revenue. In 2005, nearly 4.93 billion dollars in direct gaming taxes was collected by the national government, and in Nevada it was 952.6 million dollars in state taxes. It is evident that casinos are a huge cash crop for communal, state, and federal governments, but it is where the money goes that is even more astonishing. Most tax revenue goes directly towards environmental causes, education, crime reduction, and other socially promising programs. It should be noted that casinos themselves also contribute a substantial portion of their profits towards beneficial programs – in 2005, Atlantic City casinos donated $490.2 million dollars towards senior citizens, the disabled, economic revitalization, etc etc. The money brought in by legalized casino gambling in most cases goes towards solving the problems of society, not causing them as our opponents would have you believe. As a matter of fact, if you suddenly take away all the charitable profits that casinos provide, the community will be severely affected. Furthermore, casinos can help revitalize the struggling economy of a troubled area. Ian Pulsipher of the National Conference of State Legislatures noted that, “Nevada legalized gambling back in 1931 to strengthen the economy of a state that was suffering from a depleted mining industry.” Clearly the plan worked – Nevada, specifically Las Vegas, is the casino capital of the world – bringing in billions of dollars from gambling and tourism, all of which revitalized the state economy. The same effect occurred in Atlantic City – casinos were legalized there to reinvent the dying resort community, and today it is a thriving hub of money. Jonathan Taylor, President of Taylor Policy Group, states “that casinos hire workers and buy supplies, 'both of which cause money to circulate through the economy and indirectly generate tax dollars.' “ When a casino is introduced to an area, contracting companies are hired to build the facility, local workers are paid a higher wage to manage the facility, and new businesses spring up with the economic and tourism growth. This provides a circulation of money throughout the community, eventually revitalizing the entire area. It is the introduction and continuation of legalized casino gambling that has rebuilt and maintained numerous communal and state economies. Clearly, casinos provide an unmatchable benefit to struggling areas. With the extensive statistical and analytical argumentation our side has shown, it is definitive that the benefits of legalized casino gambling outweigh the nearly non-existent costs. Thank you for your time. (Ian Gibson)
